How Texas Legislative Subjects Work
LegiScan classifies every Texas bill against a controlled vocabulary of 1,200+ legislative subject terms — everything from "Public Education" and "Property Tax" to narrower categories like "Groundwater Conservation Districts" or "Occupational Licensing." The subject taxonomy is different from the industry taxonomy: a single bill can carry a dozen subject tags but map to only two or three industry sectors. Subjects are the right starting point when you know the *policy area* you care about; industries are the right starting point when you know the *business sector* affected.
For Texas operators, the high-volume subject areas in the 89th Legislature were concentrated where they always are: tax policy, education funding, public safety, and the long tail of agency-specific authorizing language. A handful of subjects flag bills with critical compliance urgency — usually where the Comptroller, TCEQ, or the Public Utility Commission gain new rulemaking authority.
