How Bill Authorship Works in the Texas Legislature
The Texas 89th Legislature ran from January through June 2025, with two Called Sessions extending into the fall. Bill authorship — distinct from sponsorship — is where a legislator's policy footprint lives: the author drafts the bill, owns its substance in committee, and stays accountable for its language as it moves through floor amendments. The Senate's 31 members and the House's 150 members each set their own authorship pace, but the distribution is heavily skewed. A handful of legislators carry the bulk of the calendar; the rest pick up specific issues.
For operators evaluating a bill, the author is usually the right first call. Senate authors route through the Lt. Governor's office for committee referral; House authors route through the Speaker's office and the Calendars Committee.
