| BACKGROUND AND PURPOSE H.B. 198 and H.B. 3297 passed during the 88th Regular Legislative Session, eliminating the requirement for safety inspections for most vehicles, including travel trailers. However, the bills' overlapping provisions created redundancies and inconsistencies within the Texas Transportation Code. H.B. 2029 seeks to resolve these conflicts within the law by removing duplicative and unnecessary language to ensure that travel trailer owners and other vehicle registrants are subject to consistent, predictable policies.

| ANALYSIS H.B. 2029 reenacts Section 548.510(a), Transportation Code, as amended by Chapters 851 (H.B. 3297) and 999 (H.B. 198), Acts of the 88th Legislature, Regular Session, 2023, to conform to changes made by Chapter 851 (H.B. 3297), Acts of the 88th Legislature, Regular Session, 2023, requiring an applicant for initial registration or renewal of registration of a motor vehicle, trailer, semitrailer, pole trailer, or mobile home to pay an annual fee of $7.50 in addition to other fees imposed at the time of registration. H.B. 2029 repeals the provision establishing that a travel trailer that is not exempt from vehicle safety inspection requirements on the basis of gross weight meets the applicable safety inspection requirements if the owner submits an affidavit to the Texas Department of Motor Vehicles or the county tax assessor-collector at the time of the trailer's registration stating the following: ·the owner has inspected the trailer during the general one-year inspection period; and ·the trailer is in proper and safe condition and complies with the applicable vehicle inspection rules and requirements.
H.B. 2029 repeals Section 548.054, Transportation Code.

| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. The heading to Section 548.510, Transportation | ||
| Code, as amended by Chapters 851 (H.B. 3297) and 999 (H.B. 198), | ||
| Acts of the 88th Legislature, Regular Session, 2023, is reenacted | ||
| to read as follows: | ||
| Sec. 548.510. INSPECTION PROGRAM REPLACEMENT FEE. | ||
| SECTION 2. Section 548.510(a), Transportation Code, as | ||
| amended by Chapters 851 (H.B. 3297) and 999 (H.B. 198), Acts of the | ||
| 88th Legislature, Regular Session, 2023, is reenacted to read as | ||
| follows: | ||
| (a) Except as provided by Subsections (b) and (c), in | ||
| addition to other fees imposed at the time of registration, at the | ||
| time of application for initial registration or renewal of | ||
| registration of a motor vehicle, trailer, semitrailer, pole | ||
| trailer, or mobile home, the applicant shall pay an annual fee of | ||
| $7.50. | ||
| SECTION 3. Section 548.054, Transportation Code, is | ||
| repealed. | ||
| SECTION 4. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2025. | ||
