AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
Currently there are similar civilian Texas awards, such as the Governor's Medal of Courage, Governor's Volunteer, Outstanding Women in Texas Government, Star of Texas, and Texas Women's Hall of Fame. However, there is not an established award recognizing an individual who, through public service, exerted extraordinary service to the residents of Texas.
S.B. 2053 establishes the Governor's Medal of Service award. The award would recognize an individual's extraordinary service toward the people, and body, of Texas.
As proposed, S.B. 2053 amends current law relating to creating the Governor's Medal of Service award to recognize service to the people of Texas.
RULEMAKING AUTHORITY
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Subtitle A, Title 11, Government Code, by adding Chapter 3108, as follows:
CHAPTER 3108. GOVERNOR'S MEDAL OF SERVICE AWARD
Sec. 3108.001. GOVERNOR'S MEDAL OF SERVICE AWARD. (a) Authorizes the Governor's Medal of Service award to be awarded to a resident of this state who honorably retired from a position of public service in state or local government, contributed to the residents of this state in an extraordinary way through the individual's work in the private sector, or contributed to the residents of this state in an extraordinary way as a member of the Texas Legislature.
(b) Authorizes the governor to, at the governor's discretion, award not more than two Governor's Medal of Service awards each year.
Sec. 3108.002. GIFTS. Authorizes the Office of the Governor to solicit and accept gifts, grants, and donations from any public or private source for any expenses related to the administration of the Governor's Medal of Service award, including establishing the award.
SECTION 2. Effective date: September 1, 2025.
