Relating to the registration of frac tanks; authorizing a fee.

Contracts

• Master Service Agreements (MSAs): Update agreements with third-party haulers. Indemnification clauses must cover delays caused by law enforcement unfamiliar with the new "no receipt required" standard.
• Lease Agreements: Revise terms to explicitly state that the "distinguishing license plate" remains the property of the Lessor (owner). Unlike annual stickers, these plates are tied to the asset's lifecycle and must not be removed or discarded by the Lessee at the end of a job.

Hiring/Training

• Dispatch & Drivers: Train drivers that frac tanks bearing this specific plate are exempt from carrying a registration receipt (cab card) or displaying a current validation sticker.
• Fleet Management: Shift procurement workflows from an annual renewal cycle to a "lifecycle" model. Once the $5.00 plate is issued, remove the asset from annual renewal calendars until it is sold or removed from service.

Reporting & Record-Keeping

• Centralized Documentation: While the receipt is not required on the tank, you must maintain proof of the $5.00 registration payment and ownership in your central corporate files to respond to audits or citations.
• Disposal Tracking: You must implement a protocol to affirmatively notify TxDMV when a tank is sold or scrapped. Failure to do so keeps the permanent plate attached to your corporate liability profile.

Fees & Costs

• Fee Structure: The law sets a fee of $5.00 for the issuance of the distinguishing license plate.
• Cost Savings: This replaces higher standard trailer registration fees and eliminates the labor costs associated with physically applying annual stickers to field assets.
