Contracts

If your current agreement ties reimbursement strictly to the valuation of a single district, negotiate an amendment to leverage the expanded borrowing base permitted by Subsection (d).
• Master District Agreements: Ensure contracts between the Hunter Ranch Improvement District and any participant districts explicitly reference Section 3980.0504(2) to qualify for the aggregate valuation cap.

• Finance & Treasury: Brief your public finance team and underwriters on the new debt limit formulas. They must stop using single-district valuation models for contract revenue bonds and switch to an aggregate model involving all participant districts.

Reporting & Record-Keeping

• Valuation Data: You must now aggregate and retain certified tax rolls for every district party to a Master District contract to justify the bond size. A single district’s roll is no longer sufficient documentation for contract revenue bond issuance.
• Corporate Minute Books: Insert a copy of SB3053 into the District’s permanent records. Section 2 of the Act serves as a statutory "Validation Suit," curing prior procedural defects. This document is now your primary defense against future due diligence challenges regarding past District formation or election irregularities.
