| BACKGROUND AND PURPOSE The Texas Department of Motor Vehicles (TxDMV) currently issues several specialty license plates related to military service. The bill author has informed the committee that veterans of the U.S. Army Rangers, an elite direct-action raid force of the U.S. Army, have expressed interest in creating an official specialty license plate commemorating their military service, and that such a plate would be welcomed by both active and veteran U.S. Army Rangers. H.B. 3815 seeks to require TxDMV to create a U.S. Army Ranger plate and a plate for the 75th Army Ranger Regiment with specified emblems.

| ANALYSIS H.B. 3815 amends the Transportation Code to require the Texas Department of Motor Vehicles to issue the following specialty license plates: ·for a person who is an active or former member of a United States Army Ranger unit or a graduate of the United States Army Ranger School, specialty license plates that include the following: othe likeness of the Ranger tab authorized by the Department of the Army; and othe words "U.S. Army Ranger"; and ·for a person who is an active or former member of the United States Army 75th Ranger Regiment, specialty license plates that include the following: oa likeness of the 75th Ranger Regiment shoulder sleeve insignia above a likeness of the 75th Ranger Regiment designated unit insignia; and othe words "75th Army Ranger Regiment" at the bottom of the license plates. The bill includes those emblems among the emblems that may be included on request on a specialty license plate issued to veterans with disabilities. H.B. 3815 establishes that, to the extent of any conflict, the bill prevails over another Act of the 89th Legislature, Regular Session, 2025, relating to nonsubstantive additions to and corrections in enacted codes.

| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 504.202(e-1), Transportation Code, as | ||
| amended by Chapters 385 (H.B. 282), 506 (H.B. 2503), 768 (H.B. | ||
| 4595), and 1050 (S.B. 280), Acts of the 88th Legislature, Regular | ||
| Session, 2023, is reenacted and amended to read as follows: | ||
| (e-1) Other than license plates issued under Subsection | ||
| (h), license plates issued under this section may include, on | ||
| request: | ||
| (1) the emblem of the veteran's branch of service; or | ||
| (2) one emblem from another license plate to which the | ||
| person is entitled under Section 504.307, 504.308, 504.309, | ||
| 504.310(b), 504.311, 504.312, 504.313, 504.3135, 504.314, 504.315, | ||
| 504.316, 504.3161, 504.318, 504.319, 504.320, 504.323, 504.325, | ||
| 504.327, 504.328, 504.330, 504.331, 504.332, 504.333, 504.334, | ||

| SECTION 2. Subchapter D, Chapter 504, Transportation Code, | ||
| is amended by adding Sections 504.339 and 504.340 to read as | ||
| follows: | ||
| Sec. 504.339. UNITED STATES ARMY RANGER. (a) The | ||
| department shall issue specialty license plates for a person who | ||
| is: | ||
| (1) an active or former member of a United States Army | ||
| Ranger unit; or | ||
| (2) a graduate of the United States Army Ranger | ||
| School. | ||
| (b) The license plates must include: | ||
| (1) a likeness of the Ranger tab authorized by the | ||
| Department of the Army; and | ||
| (2) the words "U.S. Army Ranger." | ||
| Sec. 504.340. 75TH ARMY RANGER REGIMENT. (a) The | ||
| department shall issue specialty license plates for a person who is | ||
| an active or former member of the United States Army 75th Ranger | ||
| Regiment. | ||
| (b) The license plates must include: | ||
| (1) a likeness of the 75th Ranger Regiment shoulder | ||
| sleeve insignia above a likeness of the 75th Ranger Regiment | ||
| designated unit insignia; and | ||
| (2) the words "75th Army Ranger Regiment" at the | ||
| bottom of the license plates. | ||
| SECTION 3. To the extent of any conflict, this Act prevails | ||
| over another Act of the 89th Legislature, Regular Session, 2025, | ||
| relating to nonsubstantive additions to and corrections in enacted | ||
| codes. | ||
| SECTION 4. This Act takes effect September 1, 2025. | ||
