BACKGROUND AND PURPOSE

In 2021, the 87th Texas Legislature passed S.B. 1474, establishing the I-27 Advisory Committee to provide the Texas Department of Transportation with information on local interests and concerns on the Ports-to-Plains Corridor. Currently, there are representatives from 10 counties and seven municipalities along the corridor sitting on the committee. However, Ector County and the City of Odessa were not originally included, despite the fact that the I-27 project directly impacts both Ector County and the City of Odessa. The bill author has informed the committee that local officials from both the county and city have expressed interest in having a seat on the committee. C.S.H.B. 2775 seeks to address this issue by adding representatives from both Ector County and the City of Odessa to the committee's membership.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

ANALYSIS

C.S.H.B. 2775 amends the Transportation Code to increase the membership of the I-27 Advisory Committee from 23 to 25 by adding the following members:

·one member who is the county judge of Ector County or an elected county official or the administrator of the county road department designated by the county judge of Ector County; and

·one member who is the mayor of Odessa or the city manager or an assistant city manager designated by the mayor of Odessa.

EFFECTIVE DATE

September 1, 2025.

	relating to the composition of the I-27 Advisory Committee.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
	SECTION 1. Section 201.623(c), Transportation Code, is
	amended to read as follows:
	(c) The advisory committee is composed of:
	(1) 12 [10] members, one of whom represents each of the
	following counties and is the county judge of the county or an
	elected county official or the administrator of the county road
	department designated by the county judge of the county:
	(A) Dallam County;
	(B) Ector County;
	(C) Howard County;
	(D) [~~(C)~~] Lubbock County;
	(E) [~~(D)~~] Midland County;
	(F) [~~(E)~~] Moore County;
	(G) [~~(F)~~] Potter County;
	(H) Schleicher County;
	(I) [~~(G)~~] Sherman County;
	(J) [~~(H)~~] Tom Green County;
	(K) [~~(I)~~] Val Verde County; and
	(L) [~~(J)~~] Webb County;
	(2) eight [~~seven~~] members, one of whom represents each
	of the following municipalities and is the mayor of the
	municipality or the city manager or an assistant city manager
	designated by the mayor of the municipality:
	(A) Amarillo;
	(B) Big Spring;
	(C) Del Rio;
	(D) Laredo;
	(E) Lubbock;
	(F) Midland;
	(G) Odessa; and
	(H) [~~(G)~~] San Angelo;
	(3) three members who are economic development
	professionals, to be selected based on geographic segments that
	were established for the feasibility study;
	(4) one member who is a business representative from
	the agriculture industry;
	(5) one member who is a business representative from
	the international trade industry; and
	(6) one member who is a business representative from
	the energy industry.
	SECTION 2. This Act takes effect September 1, 2025.
