Contracts

• Venue Agreements: Renegotiate concessionaire contracts to reflect the removal of the "four times per year" and "50% of stands" limitations. Scope of work should now include full spirit sales for all events.
• Distributor Agreements: You must execute short-term or event-specific contracts with distributors licensed in the county where the facility is located. You are legally prohibited from transporting inventory from your primary premise if it crosses county lines.

Hiring/Training

• Service Termination Protocols: Staff must be trained on two separate "Last Call" triggers:
• 1. Racing Events: Service stops when 75% of the feature race is complete.
• 2. Non-Racing Events (Concerts/Festivals): Service stops one hour before the scheduled completion of the event.
• POS Limits: Program Point-of-Sale systems to enforce a hard stop of two drinks per transaction.
• Container Rules: Staff must open or pour all beverages; sale of factory-sealed containers is prohibited.

Reporting & Record-Keeping

• Segregated Data: You must track and report the volume of distilled spirits, wine, and malt beverages sold under this section separately from your general ledger.
• Audit Trail: Maintain specific invoices proving inventory was sourced from a distributor within the facility’s county. TABC auditors will flag inventory transferred from a home base in a different county as a violation.

Fees & Costs

• Insurance Premiums: Review Liquor Liability policies. Moving from beer/wine to high-ABV spirits in a large venue significantly alters your risk profile; anticipate premium adjustments.
• No New State Fees: The bill does not impose new licensing fees, but operational costs regarding logistics may increase.
